I've reviewed the quest with a few administrators. The challenge is not unknown to us, and I am grateful to Everiine for his emails and messages - they've truly helped to uncover exactly what the issues are.

It shattered her connection to the Honeysap. I think the event post can be interpreted in a couple ways--either she was infected by the Taint itself, or because of the Taint, Ackleberry left, breaking her connection, preventing her from reforming until centuries later, and driving her insane.
Of course, if she ever gets out again, we can study her before she kills us all .
Contact the Institute to work out a new containment protocol.
Alternatively, work out a way to banish her back to Ackleberry. Win-win for everyone. )

I just did the quest this morning. It took me roughly 23 minutes. This was not an optimal run since I have almost not criticals while I was getting the silver essence, and I bothered to take the time to clear the whole elemental plane, which is way more than you need.
I've done this quest many times now as a pair, and if you have one person getting the essence while the other gets the hair ready, it can easily be done within ten minutes or so.
The issue arises with all the places where you can run into interruption or break the quest. The most common is if you forget to fill the can with water before giving it to Huyana, then give her the heather right away after (because you made an alias for it). Simply making Huyana give back any other quest items for a short period after receiving an empty watering can (until she receives a full one) would help circumvent the issue.
I will agree that the best solution is to just give the lock a percent chance to decay when the decay tics, instead of making it decay every time. It's not really that bad, but the constant and unerring pressure make people demonise it more than necessary.
Oh, and I forgot, the quest cooldown is around 4 hours. We timed it once, but I forgot to make specific notes.
