Is there any particular ingame justification for it being possible to check the moon phase outside at any point during the day, along with being able to observe all astrological bodies whenever(in particular, the sun's location in the middle of the night), or is that just gameplay and story segregation because having it otherwise would be a nuisance?

It's a mechanics thing, as far as I'm aware. Without a script, it would be impossible to be an astrologer otherwise.

Not an answer in the least, but I wish there was a way to TELEPORT EROEE or TELEPORT APAX and chill around there.
