Newbie achievements when not a newbie.

How would I complete the achievements "Starting Out" and "On a Quest!" when I'm not a newbie ? The first seems to require Portals and the second doesn't have a quest description.

The second one you can do by starting any quest if I recall correctly. QUESTS ALL should show you the big list of quests that have tracking available. I personally have an issue where a birthday spin gave me like 40 levels, so I never did the last tier of gnome and fink slaying. But I've been told you can get those on bubbles.

If starting out is the one that you get for going into Newton, just walk into Newton. It will throw you out, but you'll get the achievement.
