For those unaware, the tax shops pay is based on the value of the shop and the tax rate. Is that the only use for the shop value, though, or can you just set the shop value to the tax you want it to pay and set the tax rate to 100%?
HELP CHANCELLOR says: COMMUNE ASSESS <shopname> <shopvalue> - Place a value on the shop, for the purpose of property tax.
It also claims no cap on what the tax rate can be, but I don't think there's any cost in setting the tax- so you can just try setting it to 100% to see what happens.
Way back when I think we just set taxes to 10% and set the shop value to 10x what we wanted them to pay, so it was easy to adjust as needed (no strange additional calculations). I'm pretty sure it's the way it is so you can charge more for "prime" shop positioning, but especially with the shop directory now that is a bit pointless. In Glomdoring, even before that, it was a bit pointless since all our shops are clustered together.
