Hi all, I have been curious about how policies of each org (cities and communes, and collegiums and guilds also) have been set up, and for what aims. Do they back the lore of your org? Do they establish a particular mindset or culture?
How are scrolls organised? What topics do they cover and why? What laws are there? What policies are tied to org rank and what are not? How and why are people rewarded (ex. org favours, credits, anomalies, etc.)?

Regarding scrolls, they are simply grouped in general format per topic. I am not sure if there are policies that are tied to org rank, as far as I know the policies cover all members regardless of rank.
Rewards and recognition is just like in other orgs, I think, usually with favours or credits.
What programs do Chancellors run? Do any orgs allow/track payment of taxes in advance? Any requisites for allowing title/description changes (ex. had to pay taxes x years in advance or have run the shop for x years)? Any subsidising if they stock items the Chancellor says the org is in need of?
What privs do aides of the Chancellory have?

Here's Serenwilde's current distribution of yearly credits in two scrolls.
Yearly Credits
Every nation is granted yearly credits. This scroll outlines the distribution of Serenwilde's yearly credits, tracked annually in Project 520.
Instant Rewards
These are one-off or activity-based credits that will be awarded instantly, independent of Credit Mark Rewards (CMR).
Individual
Currently, the marks an individual earns equals the credits they receive. When total commune marks exceed 81% of the yearly credits awarded, then we may switch to a percentage-based distribution.
Marks can be earned thusly.
General
Must be to the Serenwilde news. Awarded for informing others of commune activities or noteworthy events in the Basin.
Only apply to activities that do not already earn credits or CMR.
Must be in the commune cartels.
Conflict
We award 5 CMR for each sphere that Serenwilde is recognised in according to the POINTLOG. For example, if Serenwilde is recognised in four out of five villages of the Mountain Wars and Undervault Struggles, each Commune mate involved receives 20 CMR.
This includes Domoths and Wild Nodes. CMR is awarded regardless of who claims a sphere of conflict.

Librarian
Every two hundred words is 1 point of weight for a book, with a maximum of 50 weight recognised per book. You may confirm the weight with the Librarian or an aide prior to publishing.
Individual Example
Currently, the marks an individual earns equals the credits they receive.
When total commune marks exceed the yearly credits awarded, each individual earns credits based on the percentage of their marks out of the commune-wide CMR total. The result is rounded down so that the commune can retain some for other purposes. You will always earn at least one credit after rounding down is done.
For example, say Serenwilde received 800 credits for the year and has 900 total commune-wide CMR. 3% of 800 is 24, so each guild receives 24 credits, deducting 72 from the total to result in 728 remaining credits for individual distribution. If you earned 50 CMR for the year, then (50/900)*728 = 40 credits received, rounded down.
Guilds, Leadership Activity
Each guild is allotted 3% of yearly credit rewards.
After guild and individual credits are distributed, the Commune receives the remainder of the yearly credit rewards. These are first used for paying active leadership. [(CHELP LEADERSHIP)]

Leadership Salary

Activity by aides is confirmed by the ministers to the Regent. Trademaster activity is recognised when at least one design is approved that year. The Regent is ineligible for credits as Minister or Aide.
For example, we have a Commune mate serving as Treasurer, Cultural Aide, and Security Aide. For work as Treasurer, they receive 5 credits. If they also worked as an aide for another ministry, they would receive 9 credits total.

While they probably benefit newbies more than established players, I think policies also can reflect activity that make one feel part of the community. I've wanted to explore activity to reward outside of the box too (i.e., what contributes to a nation's yearly credit score).
