For many years, we have used clans to act as councils of just the council and sometimes including the ministry positions. While this is a workaround, it requires player maintenance and can be a hassle to keep properly organized of who is allowed in. This idea proposes that a dedicated aether be given and a way to target council and ministries for CHELP permissions to give them their own separate area to organize and keep information.
An example would be as follows: The command CC be created to allow all those upon the city/commune council and ministries to speak to one another, just like GT. As-well-as creating CCS that allows only the council to speak, much like GTS. This takes away the need to manually sort who has access to the channel and keeps it streamlined.
We would also appreciate the ability to use the permissions 'council' and 'minister' for OrgHelp under organization. So rather than RANK 6 OF X it would instead allow COUNCIL OF X or MINISTER OF X. Adding these permission filters would also streamline the process of allowing people to see what is relevant to their work and not rely on clans or individually marking a person to see a scroll meant for their ministry.
With the goal being to remove the need for clans to act as a council, it is also requested that a newsboard be added in much the same vein as the aethers. It would be preferred to have two new newsboards be created for each organization, one for councilors only, and a second to allow councilors and ministers as well.
Let us discuss this and try to work out specifics if I missed something or if it is too convoluted. If you feel we should just keep using clans like we have been, might I please request that you give your opinion as to why instead of a built-in system?

Without debating the merits and issues with the idea there have also been suggestions of opening up the council clan to a broader audience.
Could be resolved with a couple of additional commands that the council can use to give access to any org member.
