Privacy Gem / Blue

What does the privacy gem actually do? And likewise, does the blue chakra do the same thing?

I imagine it stops eavesdropping and listening in on clans. While I haven't tested it with eyes, does the blue chakra prevent eyes from hearing communications? 

I suppose I'm just after a definitive list of things the privacy gem/blue chakra prevents. Doesn't seem clear in help files/abs.

The manse privacy gem blocks the Distant Perceptions Ascendant power, Stealth Eavesdrop, and the True Crown of D'Varsha.
