Private Cartel question - trademastering

With regards to cartels, I know that to be trademaster of a city cartel, your character needs to specificially be practising that craft, but when it comes to PRIVATE cartels, do you still need to be using that craft yourself?  Or can a non-user act as trademaster to allow designs to still be submitted in the interim?

    You can be trademaster for any kind of private cartel you want, regardless of your trade.
