So I found some iced tea for sale form a shop keg, and bought some. But it doesn't seem to be iced in my vial, and, it doesn't seem to help against heat movement reduction. Am I doing something wrong? Do I need the vial itself to be chilled?

It does look like you need to chill the container itself; when I fill an empty vial from a keg that says (iced), it comes out warm again.
Maybe that should be bugged. There's no point in being able to chill a keg if the chill doesn't go with the substance, so either the fact that it doesn't is the bug (hopefully!), or the fact that you can chill a keg is a bug.
