Trade Curio Pieces for gold

I do not understand why only full curios can be traded for gold... I mean what If I what to just give the last piece to someone as a gift?

1) Curios pieces trading hands more often

2) more sets potentialy completed

and I am sure there others im not thinking of.. it is late and I am tired

Curios are restricted thus to prevent seconds abuse - there were people who were passing pieces to their alts, and then rubbing them into Coins for the wheel. That's no longer possible, I think, but the potential for abuse is still there.
