Round 1, you use 8 Arc and 150% time. Round 2, you use 50% vamp and 8 Physical. Do you lifesteal the damage from the 150% time in the turn before too?

No. The timewarped damage will hit before the vampirism scene will have a chance to fire, and so vampirism will only happen on subsequent damage inflicted in that round.
