This has already been answered but I wanted to add something....
When the choice is "FURRIKIN or BLAH BLAH" the answer is almost always "Anything but furrikin." It's not a very good race. The good news is Celestine isn't as race dependent as some other guilds, but the eq bonus from merian is huge when landing inquisition. Merian, on the other other hand, and especially caster specialized merians are among the best races in the game.
Many in Celest will tell you this is not true and cry about how they are terrible/faelings are OP/whatever, but know this: they are stupid. Ignore them.
I predominantly PK and play a Merian in Glomdoring. Amazeballs caster race. It's preference whether you want to go wump for the 7% extra speed or Merian for the 1 extra int and better charisma (I prefer the int for damage and bashing), but it's just a very solid meta race.

Which is why I thought furrikin might be better because they get a balance bonus and tarot uses balance.
In a related question, if you go merian (or any city based race), get the stat pack for a certain guild then switch guilds, will your stat pack change to reflect your new guild or do you have to reincarnate?
