how do I get unenemied with Kephera?

I tried going to the queen of queens, Zenobia, but she foreheaded me to death.

Also, how bad are the diminishing returns on parley?

Does all the money you pay in parley all go towards unenemying you or is the amount reset is if a single payment isn't enough to completely wipe the slate clean?

You need to look for Queen Imhohet, in the Imhohet Vats. POLITICS KEPHERA would show you such, and is handy to know for future enemy statuses too.

There's a skill in Influence which will allow you to see how much amnesty you will get for a specific amount of gold; the more times that a denizen has given amnesty recently, the higher this price will be.

If you pay less than enough for a full amnesty, when it expires you are enemied again as if you never paid a sovereign.  There's no point in wasting gold for less than a full amnesty unless you are just looking to toss a little bit of gold for temporary non-enemy-territory (such as if you need it for a quest, but only for a couple of hours).
