The link Weiwae posted about his role seemed to suggest that nothing could stop him, once he went for it, and he did seem to have a placeholder BOOM message? Though Tremula did resolve the Purrloin Fake Out thing, so maybe he is blocked from setting…As a show of good faith

As I said, I believe battling is an integral part of the game, and part of how I understand battling to work is that the trainer is in control of their Pokemon's abilities, no matter whether it's a reactive effect or not.
