  • The restriction of increased scrutiny for nerfs of skills you don't have seems to be a reasonable way to address the envoy wars. There was a lack of clarity at first as to what this exactly meant but it has been stated it is not an outright ban.
  • I really don't think a lack of slots is an issue. There are usually a fair number of fluff reports each month. 
    If you put out a call for slots and make a case for why, I'm sure you would find quite a few people willing to help.
