It's happening to me as well, and on my alt. I've bugged it - I've never been stopped from doing it before (despite doing it each year). It's like there's an issue with it resetting the fact that you've completed it.

Lesigh. I don't think we're going to learn anything either way. I suspect someone will have his pagoda either way, so it means they can likely use it. If so and it allows you to protect someone, use it wisely!
