I'm of the opinion that 100 per aff was definitely too high, and can skew balance greatly particularly in groups. Thing with hemorrhaging is that it acts as growing and continuous vital pressure, so in my opinion it should be slow.

I'm going to be honest and say that I'm also actually very frustrated with all of this. It feels to me like monks are just (or continue to be?) allowed to be balanced by a different measure to everyone else.
Because new monks are not balanced around groups, either.
