how I have seen this work, so long as a parent is married into the family or was born into a family, their kids can join it then it trickles down the line to grandkids, great grandkids.

Not sure why we need more people being able to marry people. To allow others to do marriages just cheapens the privilege when you get it in your order. This said, there are plenty of people out there who can perform marriages.
